general plan overview
In 1907, St. Louis had its first General Plan. The plan was to exist as the voice of the people to meet their needs as the population continued growing. The Plan was important for the existence of the city as a way to prepare for the future. Specifically, this plan would serve four beneficial purposes that included the balance of resources, a form of public debate and public decision-making, civic orderliness and beauty, and the turning of St. Louis into a community by allowing people to realize that they all shared similar problems while holding a common interest. Planning during this time became a form of dominance among the cities and St. Louis hoped to establish itself among the top. [1]
